Canada Update: The Two New Canada Immigration Streams Launched for Skilled Refugees

The two new Canada immigration streams launched for skilled refugees are the Federal Skills Job Offer Stream and the Federal Skills Without a Job Offer Stream.

These streams fall under the Economic Mobility Pathway Pilots (EMPP). Here are the details of each stream:

EMPP Federal Skills Job Offer Stream:

This stream is designed for candidates with an employment offer from a Canadian employer.

The key eligibility requirements for this stream include:

Applicants must be outside Canada and possess one of the following documents:

Proof of Refugee Status Determination (RSD) from the UNHCR or a state hosting refugees.
Documentation reflecting registration or record with the UN Refugee Agency as a person of concern.
United Nations Relief and Works Agency for Palestine in the Near East (UNRWA) refugee documentation.
Documentation demonstrating registration as a person of concern with UNRWA.
Evidence of provisional protected status and an IRCC officer’s determination of lacking a permanent solution.
Applicants must have a full-time, non-seasonal job offer in TEER (Targeted Employment Expansion and Retention) Categories 0, 1, 2, 3, 4, or 5 from a Canadian employer.They must possess at least one year of full-time, paid work experience (1,560 hours) or an equal amount in part-time. Self-employment also qualifies.English or French language proficiency of CLB (Canadian Language Benchmark) level 5 for TEER 0, 1, 2, or 3 jobs, and CLB level 4 for TEER 4 or 5 jobs.

 

EMPP Federal Skills Without a Job Offer Stream:

This stream is for highly skilled refugees without a job offer. The eligibility criteria for this stream are as follows:

Applicants must be outside Canada and meet one of the following conditions:

Possess one of the listed documents mentioned above under the EMPP Federal Skills Job Offer Stream.
Individuals who do not have any of the listed documents can reach out to one of IRCC’s trusted partners to assess their situation and obtain a referral letter to apply under these streams.
Candidates must have at least one year of full-time, paid work experience (1,560 hours) or an equivalent quantity of part-time experience. Self-employment does not qualify.
They should have education equivalent to Canadian secondary school with an Education Credential Assessment.English or French language proficiency
of CLB level 7 is required in each of the four language abilities.
Applicants must demonstrate sufficient settlement funds based on the number of family members they support who are not immigrating with them.
