Canada Doubles Immigration Program for the Out-Of-Status Construction Workers in THE GTA
The Temporary Public Policy for Out-of-Status Construction Workers in the Greater Toronto Area (GTA) went into effect on January 2, 2020. It was then revised in July 2021 to further expedite these workers’ access to permanent status. These public measures were created to acknowledge the economic contribution of long-term construction employees.
This temporary government measure will help 1,000 GTA construction workers and their families become permanent residents by increasing the quota (the 1,000 application cap includes the principal applicants whose applications have already been submitted under the two previous public policies).
A stable construction workforce will aid in the completion of housing and infrastructure projects in the Greater Toronto Area. Many illegal construction workers may be unaware of or afraid to utilize their job rights. These employees may not benefit from workplace standards such as safety inspections.
Given that this group of workers want regularization and that the construction industry is continually in need of workers, increasing the cap on this program enables more members of this group to obtain legal status in Canada and enables the construction industry to continue to fill essential roles.
Consequently, under section 25.2 of the Immigration and Refugee Protection Act (the Act), I am able to state that there are public policy reasons to grant permanent residence to principal applicants and their family members in Canada if these foreign nationals meet the conditions (eligibility requirements) outlined below. I also demonstrate that, for reasons of public policy, foreign nationals who are family members of the principal applicant and who meet the conditions (eligibility requirements) for family members in or outside of Canada should not be required to comply with the Immigration and Refugee Protection Regulation.
