No Job Offer? Ontario HCP Stream is the Answer
Did you know that unlike other countries worldwide, Canada offers opportunities to foreigners to immigrate to Canada without having a job offer? Opposite to what most people may think, it is possible for a foreigner to immigrate to Canada without securing a job first. Due to the Canadian immigration system’s versatility, they offer several immigration options that are available to those who have not yet found themselves a job that would help them come and migrate to Canada.
Far from other countries around the world, Canada gives different types of opportunities to foreigners for them to migrate to Canada; the most common immigration pathway in Canada is known by many as the Express Entry system and under it s an evenly promising route called Provincial Nominee Program (PNP). To discuss further, Express Entry is a Comprehensive Ranking System (CRS) point-based system in which points are accumulated based on the human capital factors. But in most cases, other candidates in the Express Entry who happen to have a much higher number of points do not require a job offer; given that they have higher points makes their chances are high of being invited to apply for permanent residence in Canada.

The Ontario Immigrant Nominee Program (OINP) sends about 8,000 invitations to apply through different types of streams making it one of the most active Provincial Nominee Programs in Canada.
If you aim to settle in Ontario however you don’t have any valid offer of employment, you may submit an application to the Ontario Express Entry: Human Capital Priorities stream which is designed for all foreign skilled workers who wish to work and eventually settle permanently in Ontario. Through this stream, the province allows to look and nominate for eligible candidates who submitted their profile through the federal Express Entry pool and met the work experience, language, and many other criteria needed to qualify for the provincial labor market. Through this, a job offer will no longer be required however, one must have an active Express Entry profile and meet all the requirements set by Ontario.
Listed below is the list of criteria for a candidate to be eligible for the Express Entry Human Capital Priority Stream:
- An active Express Entry profile
- Must meet all the eligibility requirements for either Federal Skilled Worker (FSW) or Canadian Experience Class (CEC)
- Meet the work experience requirements of the streams
- Have a Canadian Bachelor’s, Master’s, or Ph.D. degree or an equivalent foreign education credential
- Provide proof of a language proficiency level of 7 or higher of the Canadian Language Benchmark
- Must intend to reside in Ontario
- Have sufficient funds to cover settlement costs in Ontario.
